Dr Blewett was retained sole source by Fisheries & Oceans Canada, Yukon Office, to construct a history of expenditures made in support of the Umbrella Final Agreement with First Nations, compare actual spending to the planned budget, identify and if possible explain any discrepancies between actuals and planned, and recommend an expenditure limit for future years.

CounterPoint Consulting Inc, in conjunction with Stuart Nelson of Nelson Bros Fisheries Ltd, was retained by Fisheries & Oceans Canada to conduct a review of the Allocation Transfer Program. The Review consisted of twp parts: an Evaluation and a Strategic Analysis.
